Integrated
Assessment Products and Projected Schedule -- Pat Brewer reviewed the
Integrated Assessment progress and the likely schedule through 2001. Brock Nicholson reviewed the strategies
being developed by the Policy Committee.
Final
Report -- Tom Elmore presented a document on closeout options for SAMI and a
lengthy discussion ensued. A variety of
points were made on the importance of the technical versus the policy nature of
the SAMI recommendations. The fall 2001
goal was reasserted by the OC. Barry
Stephens summarized the discussion as follows:
The Operations Committee wants to see
recommendations in some form in
addition to technical analyses. They
need to know what will be available and when.
Effects results in May 2001 will provide good information for the
Governing Body to provide more detailed guidance for the final report. Technical information should continue to be
generated through early fall.
The
OC expressed interest in state-by-state sensitivity analyses. Tying Class I effects to emissions in a
particular state will help justify recommended actions.
Semiannual
Meetings -- The Tennessee Summit will be in the Spring of 2001. The group agreed that the 2001 fall meeting
should be in Asheville.
Financial
Report -- Sharon Fahrer presented the FY2001 SAMI budget which was unanimously
adopted by the group acting as Governing Body. (M-Klimek, S- Andrews). She describe the proposed contribution by
Wachovia Bank which met with no objection.
Jim Joy raised the issue of the audit finding on internal controls and
asked that staff report on existing controls to the Governing Body.
Geographic
Information System Assistance In-kind Assistance Proposal -- The OC and GB
acted unanimously to accept the USFS offer if in-kind assistance for GIS
support. (M-Andrews, S-Methier). Jim
Joy expressed appreciation on behalf of SAMI for this support by the US Forest
Service.
Socioeconomic
Update -- After an extensive discussion, the OC followed the recommendations of
their representatives to the SEWG to direct the Workgroup to continue to pursue
a consensus recommendation. A request
was made for an in-depth briefing on the issues when consensus is reached.
