Treasurer
Report
On
behalf of Treasurer Paul Muller, Sharon Fahrer presented the FY2001 budget that
was adopted in September, expenditures through October 31, and the status of
the Integrated Assessment contracts.
Internal
Fiscal Controls Report
Sharon
also presented a description of SAMI's internal fiscal controls to ensure that
the Operations Committee and the Governing Body are familiar with and approve
of the processes that are in place to prevent misappropriation of SAMI
resources. No additional controls were
suggested and the controls that she described were judged by the group to be
satisfactory. This briefing was
scheduled in part to respond to a finding in the SAMI audit for 1999.
Socioeconomic
Contractor Selection
Ira
Silverberg and Kevin Snape described the impasse reached by the Socioeconomic
Workgroup on contractor selection.
Visibility and human health appear to be the most contentious
topics. After an extended discussion,
Barry Stephens, acting as Governing Body Chair, requested formal action on the
topic. Diana Andrews made the following
motion, which was seconded by Ron Methier and adopted by a six to two vote
(Alabama and Virginia opposed.)
The
Socioeconomic Workgroup is directed to pursue contracts as described in the
table below:

Integrated
Assessment Schedule
Pat
Brewer presented a schedule that shows completion of a final report in December
2001. Tom Elmore observed that this is
an ambitious schedule that will require unprecedented acceleration in the rate
of committee decision-making and product delivery by contractors. The Operations Committee may be called upon
to help with difficult decisions in order to keep the Integrated Assessment on
schedule.
Final
Report Proposal and Discussion
Tom
Elmore presented a proposal for the SAMI final report that was revised since
the OC/GB meeting in September.
Spring
2001 Tennessee Air Summit Update
The
Tennessee Air Summit will be June 1 in Gatlinburg, Tennessee.
Committee
Membership Report and Appointments
Jake
Gilmer presented proposed changes to the SAMI committee membership, which were
adopted without comment.
SAMI
GB and OC Vice-Chair for 2001
North
Carolina agreed to Chair SAMI for any activities in 2002. Barry Stephens turned the meeting over to
Ron Methier acting as Georgia's representative on the Governing Body. Ron presented Barry with a plaque and
another for Tracy Carter in recognition of their leadership of SAMI in 2000.
